How much is the property price?
LD calculate by, property price x 10% / 365 x number of days delay
If the amount is big enough, bring them to court. Or else the tribunal is your best option already.

Maybe you can just ask a lawyer to send the developer a demand letter which only cost you a few hundreds ringgit. See what is the developer respond.
