Because the system administrators are still using the old style due to it being easily accessible. You do not need miles of mouse travel to find a configurable item like Metro does. Everything in a window. I wonder if you notice the items even though it is shown, is spread out far between the screen. Sample,

Windows 7
Control panel - System - System Properties

(I can change Name/ Workgroup/ Restore/ Device Manager)

Windows 10
Settings - System - (Scroll bottom) About - Advanced (Right Side) - System Properties

(While i still see the same system window, i can think that all these would be spread out in hidden manner or removed altogether)

The beef is the menu is being hidden from people who uses it to manage windows for corporate use. MS idea is that these items should be disabled or enabled via network administrator through policies.

But these are not for people that are tech savvy friendly. I also wonder how do you guide a person through phone to solve problems? Because Win 10 menu are not easily guidable through voice alone. (Thank god for remote software like Ultra viewer or anydesk)

My visually impaired friends also faces such problems. They do have 3rd party user interface apps like JAWS that does a decent method of helping them use windows. But it seemingly made harder as the interface changes. Their reliance on TAB key is almost removed.

The key item for Windows to me and some of the people i know that works in the industry is it being problem free/ low learning curve and ease of deploying support. New Win10 is slowly removing all these.
