the only house plan with measurements i had was in the house deed with only outer wall measurements and sqft.

Because hacking needed for electrical and plumbing chases.
You put new tiles up already how to chase leh?
Also, plasterers are not really qualified electricians (with PW1/PW3 Wireman cert) most of the time.
