video quality, how to make good quality video

i used a tv tuner card to record ps2 gameplay, with 720x480 resolution at 29.97 frame rate (i selected the highest quality DVD-NSTC format using the tuner card software) the file is very big (250MB for 4+ minutes), i tried to convert it to avi format using WinAVI converter but the output quality is not so good... is there anyway that i can adjust the setting to make a better quality video? i tried to adjust the dimension to 1024x726 with 23.97 frame rate, and the quality is near the original DVD-NSTC format, but the file size is very big ^^; i wonder how those video i download from websites can have very good quality (even better than my DVD-NSTC format) and very small file size... can any shi fu out there help me?  thanks

Always do a 2-pass encoding for very low bitrate video's. The more pass you do the more super quality you get.
