If they are promising unlimited data at full speed (no quota), then most likely it is an illegal plan via some loophole in the telco's system.If it's unlimited data but speed will be throttled after you pass your quota limit, that is legal and in a way it is still "unlimited" as there won't be any extra charges (bill shock) after you pass your quota limit.
If still in doubt, you can always contact the telco's customer support to verify if there is such plan or not.
