usually, FD pledging will follow base rate but some banks (have forgotten which bank) allow promotional rate, so do find out from the bank itself.

Nope. Not with Public Bank. Base rate only.

Still no CB for the 1st month of the premier card campaign. 22 Feb is the last date of fulfillment.

Yup... I just did one transaction recently. (for LAP water bill) Do follow the advice below, which is the expiry date. (Card is MM/YY, the pos online is YYMM)

I have applied the card 3 weeks back, today call to customer service center to check, but the status still pending. Is it normal?

yes... 4 weeks is normal, because of CNY, i guess maybe need 5 to 6 weeks.
