I have a MSI PE60 6QE laptop and have been experiencing some problem since I bought it. While sitting idle, the CPU usage is below 5%but around 30% of my RAM is being used. And also, when I run FIFA 16 at low setting, it seems to be spiking.

Actually I don't see an issue with sitting idle. Skylake is a very efficient processor so if the laptop is not doing anything the CPU will drop to as low a clock as possible, etc.
30% RAM usage for 8GB may seem shocking but actually Windows 10 appears to try to use as much RAM as possible. It will then swap out that RAM to what applications it deems needs the most RAM.
Can you explain what "spiking" means when running FIFA? That could be a thermal throttling thing because AFAIK PE60 is quite a thin laptop.
Download HWMonitor and have a look at clock speeds and temps at idle and when playing. Don't worry too much about the RAM for the time being.
