Your SIM is from dealer that's why you were charged RM10. If from maxis centre should be free. BUT the maxis centre says no SIM for prepaid / gives a lot of excuses not to MNP your line in.edit:

YET SIM is available for postpaid numbers. Go figure.
So you just add another RM 10 to get your 5gb data for one year validity and you should be fine.
