Looking on tnc, it is for selected principle card member. If I Not received the sms, does it mean I can't join in this contest?

u mean renewing road tax, or paying via CC?
if renewing, yes, delivery fee + e services charge (RM2.75) + GST (RM0.53)

no additional charge if paying with CC.

CIMB CR doesn't give for TM bills. You can try UOB VOX and PBB VS.

For CIMB CR, do we pay the statement due amount, or the amount after cash rebate?
e.g. statement says RM1000 on 28th, but it shows RM970 balance due after RM30 rebate on 29th

Hahah I did google before I posted, guess I'm not thorough enough. I just called customer service and hence I shall answer it, they said we should pay the statement amount, the rebated amount will be reflected in next statement.

You can simply search in this thread.
Yes, pay statement balance before rebate, else CIMB will impose interest to you as it is short-payment for them.

Good for u. For me even my CB is max rm50, I still pay d statement balance. Paying Rm50 earlier for a peace of mind is a no brainer to me.
