With chip and PIN, the responsibility of a fraud is pushed to the merchants and customers instead of the banks.
I foresee future disputes on any fraudulent case will end up in tug of war with the merchants in future.
Banks are still involved in the governance of the CC.I foresee future disputes on any fraudulent case will end up in tug of war with the merchants in future.
Whether they like it or not, a dispute must be raised and settled through banks.
If they are not willing to work for their paycheck ( In my case, UOB Malaysia pushing me to deal with the merchant ), I just complaint to Bank Negara and Tribunal for faster action.
In fact, I have 10 missed calls in the past 2 hours after Bank Negara send them an email ordering them to respond to me directly.
Grandmother story short :
Issuing banks are still in charge of the disputes, as per stipulated by Visa/Master/Amex International.
I remember got Bank and Finance Act to support this argument as well, just that I don't have enough time to dive through the books
If you ask merchant to settle with you, end up nothing will happen one. Coz most M'sia merchants are dishonest as crap.
No offense for those who are honest.
