Just to clarify a bit. Yes RA has to be formed first in Elmina before SDP built the permenant guardhouse because of MBSA requirements. Usually in first 2 years, they will give temporary guardhouse only with first year security fee usually free. So far no Elmina phases has no guardhouse. Sample of guardhouse built as below.

Majlis Perbandaran Kuala Selangor and Majlis Bandaraya Shah Alam requirements are different. In the end both got guardhouse.

My friend in Tiana got key around end 2018/ early 2019. So a little bit less than 3 years.. maybe MCO has slower things down. But EV3 VP few months earlier got the guardhouse early this year. I would say in 2 years + after VP they build it.

Yes true bro. Have to sign DMC along when buying the units in Elmina. By right, all first owners have to agree to set up RA, fence and guardhouse, otherwise cannot buy. After that, I don't know how for subsale.

I guess it is the same like BSC right? Because this is the only way for individual titles to get F&G. Otherwise have to go for strata.

I guess councils do have a big role in this. My friend bought a unit from SDP in Serenia City near Sepang there. He got the permenant guardhouse already during VP, no need to wait. So it is out of developer control I guess.

You do realize BSC is just within 2 km radius from Eco Granduer do you? Neighboring taman only.

In term of distance to KL/PJ BSC and Eco Granduer is about the same,+- 5 minutes only. I can't comment on how the commute is like but depends on your tolerance. More than 45 mins during rush hour I guess.

The main difference is the type of house and whether you like strata or individual title. If want nice manicured environment go for Eco. If don't want to pay maintenance fee, just minimal security fee go for BSC.

In most cases, developer will provide free security until RA is formed. The first year after VP usually.
