Actually they earned less money
Boustead have to borrow money from bank rather than directly received money from the government.
Whenever the yard reached certain phases of the project only they received money from the government.
The slower the project the more interest the yard have to pay the less profit they get.

INTERNATIONAL MILITARY REVIEW – SYRIA-IRAQ BATTLESPACE, JAN.13, 2016

The Syrian government forces liberated the strategic town of Salma in the Latakia province on Jan.12. The Syrian forces seized the Fort of Kafr Dulbeh in Tal al-Khazan and Tal al-Harmiyah in the Northern part of Salma. Al-Nusra and the Free Syrian Army (FSA) militants have reportedly suffered heavy losses in the clashes in these areas. In turn, the SAA reportedly lost 6 soldiers killed and 8 wounded. The success of operation was grounded on the high level of coordination of the Russian Air Force with the Syrian Arab Army infantry and artillery units.

Al-Rabiyah located in the Turkmen Mountains will likely become a next target of the pro-government forces. It’s last high ground stronghold controlled by terrorists in the province. If Al-Rabiyah is liberated, the SAA will have a strategic initiative to push terrorists from the entire Latakia province.

On Jan.12, ISIS launched offensive operations in the Homs province striking the pro-government forces at Al-Dawa and Al-Bayarat located near Palmyra. ISIS reportedly captured a large cache of weapons and armory including a T-55 Tank in Al-Dawa and seized the vilalge. In Al-Bayarat, terrorist units have faced a strong ressistance and were pushed to retreat. The situation in the area of Palmyra remains tense.

The SAA is continuing to advance north along the Aleppo-Raqqa highway. The SAA liberated the village of ‘Ayn Al-Jahesh located south of the ISIS stronghold of Al-Bab. Now, the Syrian forces are advancing on Al-Bab. Meanwhile, the U.S. backed “Syrian Democratic Forces” are conducting operation to captre the ISIS-controlled town of Menbeij in east Aleppo. Thus, ISIS has almost completely lost the initiative in the province.

On Jan.11, 20 people were killed and 50 others wounded after a bomber detonated his explosives-filled vest inside a cafe in Muqdadiya, 80 km northeast of Baghdad. ISIS gunmen killed at least 18, four of them police forces, in Baghdad. A separate bombing in the Nahrawan district southeast Baghdad killed 7 and injured 15 people.

Meanwhile, the Iraqi Security Forces liberated the Qaryat Sakran region in the province of Anbar. Iraqi sources argue that scores of militants have been killed there. Also, clashes were observed in the al-Shaei region.

You think they won't factor the longer build time and finance costs into the tender price charged to the govt? Its not new... other national defence industries also do it, and it contributes to high program costs and ultimately more expensive equipment for little reason other than to feed the industry.

seems not see any slower construction work, our pass 2 budget continue pay for the project.
from last picture we see, the BNS in process produce each Gowind module from steel receive.
it should take 1.5-2 year to make required module than only join all together in dock some where around late 2017.

Syrian Army marches towards al-Bab: Aleppo map update

user posted image

Moments ago, the Syrian Arab Army (SAA) – spearheaded by the Tiger Forces – entered the town Aran which is geographically situated between Al-Bab and Kuweiris (Rasin el Aboud) Airbase. The farms surrounding the town have been captured by the SAA after a brief firefight which lasted less than 2 hours; effectively, ISIS fighters have been forced to retreat further north. Currently, less than 8 kilometers sets the ISIS-held stronghold of Al-Bab apart from advancing government troops.

Lately, Major General Suheil Al-Hassan, commander-in-chief of the Tiger Forces (an elite military branch of the Syrian Arab Army which specializes in offensives) has shifted his attention from Deir Hafer towards al-Bab – in other words, from east to north. This change of focus is believed to have been caused by ISIS fighters at Humaymah al-Kabirah near Deir Hafer offering very stiff resistance and thus, causing heavy casualities upon government troops.

Therefore, Tiger Forces have been redeployed to the more thinly defended northern Kuweiris Airbase flank; once the first ISIS-line of defence collapsed around New Years Eve, local government troops have witnessed much less resistance. During the past week alone, ISIS forces in this area have seen themselves concede a handful of villages to the Syrian Arab Army.

The map below quite clearly depicts recent developments:
Red: Syrian Arab Army (Government)
Green: Jaish al-Fateh (Rebels)
Black: Islamic State (Caliphate)
Yellow: YPG & SDF (Kurdish militias)

Islamist rebels prepare counter-offensive to recapture Salma

user posted image

The loss of Salma was devastating for the Islamist rebels of Jabhat Al-Nusra (Syrian Al-Qaeda group) and the Free Syrian Army (FSA), but it will not be as devastating as losing the entire northeastern countryside of the Latakia Governorate if they do not mount a fast and efficient offensive to recapture the territory lost to the Syrian Armed Forces in the last 72 hours.

According to a military source from the Syrian Arab Army’s 103rd Brigade of the Republican Guard in northeast Latakia, Russian reconnaissance airplanes captured footage of a large convoy of Islamist rebels making their way from both the Turkish and Idlib Governorate borders to the Latakia Governorate in order to help their allies recapture Salma and its surrounding territory.

The Islamist rebels do not have much time to counter the Syrian Armed Forces in Salma because each hour that passes is another hour that the latter has to build their defenses around this imperative town in the Kurdish Mountains (Jabal Al-Akrad) of northeastern Latakia.

All is not lost in Salma for the Islamist rebels; if they can recapture the villages to the north of the town, they can reposition themselves to launch a powerful counter-assault against the Syrian Arab Army’s 103rd Brigade and their allies.

In Need of Repairs: US Navy's $2 Billion Ships Don't Hold Up on High Seas

user posted image

QUOTE
The Navy accepted compromises in the bow structure, presumably to save weight, during the building of these ships," Gilmore wrote. "Multiple ships of the class have suffered damage to the bow structure."
QUOTE
The repairs have made each ship 1,736 pounds heavier and displaced 250 gallons of fuel. Because the repairs are still in progress, there has been no testing yet to verify if the fixes are sufficient.
QUOTE
The ships' latest sea tests also revealed faulty generators that failed much more than anticipated.

RMAF To Take Delivery Of Two More Airbus A400M This Year

PETALING JAYA, Jan 13 (Bernama) -- The Royal Malaysian Air Force (RMAF) will be taking delivery of two more Airbus A400M transport aircraft this year, in April and November.

Defence Minister Datuk Seri Hishammuddin Tun Hussein said RMAF now was already in possession of two Airbus A400M.

"Today RMAF took delivery of the second A400M to meet the country's defence needs.

"RMAF took delivery of the first during the Langkawi International Maritime and Aerospace Exhibition last year (LIMA '15) in Langkawi. The other two are due to arrive in April and November," he said at the reception ceremony to welcome the second Airbus A400M and the opening of the A400M Hangar at the Subang air base near here today.

Also present were his deputy Datuk Mohd Johari Baharum, Malaysian Armed Forces chief Jen Tan Sri Zulkifeli Mohd Zin and RMAF chief Jen Tan Sri Roslan Saad.

Hishammuddin said the aircraft would also be used for Medical Evacuation (Medevac) and Humanitarian Aid and Disaster Relief (HADR) operations.

He also congratulated the Defence Ministry for completing construction of the A400M Hangar six months ahead of schedule. ` -- BERNAMA

National scene: Navy to buy hospital ship

The Jakarta Post, Jakarta | National | Thu, January 14 2016, 5:18 PM

The Defense Ministry is considering the purchase of new hospital ships for the Indonesian Navy (TNI AL) in order to boost the country’s preparedness in dealing with natural disaster.

“The Navy expressed a need [for hospital ships] and we are considering the proposal,” Indonesian Defense Minister Ryamizard Ryacudu said in Jakarta on Tuesday after the executive meeting with the military commander and the Air Force, the Navy, and the Army chiefs of staff.

The Navy Chief of Staff Admiral Ade Supandi told The Jakarta Post that the navy planned to purchase at least two hospital ships.

“There is still some discussion on the idea. However, it is clear that we will buy the ships from shipbuilder company PT PAL,” Ade said.

He believed that two ships would be enough to support the government’s humanitarian efforts in cases of disaster.

“We expect that the new hospital ships will be akin to KRI DR Soeharso-990, either the type or the size,” Ade said.

Joining the Navy’s fleet in 2003, KPR DR Soeharso is the only hospital ship in the country. With a length of 122 meters, KRI Dr Soeharso is a landing platform dock-type vessel. In an emergency situation the ship can accommodate 400 soldiers and 3,000 passengers. During the fire-induced haze disaster last year, the Indonesian Military (TNI) deployed KRI DR Soeharso to evacuate women and children affected by smoke.

Why is this hospital ship armed?

Ok, I know this ship was originally a Makassar-class LPD, but I figured they'd remove all weaponry when they converted it into a hospital ship. hmm.gif
