Guys, wanna ask if AppStore accepts debit card as a form of payment? Both my Maybank and CIMB debit got rejected.

Guys, recently I bought an Iphone 6s+ from Digi and I was wondering whether the phone is region locked? Will I be able to use a singapore sim card on it?
