It means after you die in battle. 

Technically you can do 14 times for free, then you need to buy the coins from the secret NPC, 500 farm points each or from guild NPC 100 guild points.
If you burn 21 in one day you won't be able to do it again until next week reset.

"每日限定最多进入3次调整为每周限定" It means changing from daily limits to weekly instead.

I won't finish all 21 in one day anyway, I'd save it for guild daily quest.

And in the case of 2 stats, if you satisfy with one of the stat or it already maxed, you can lock it by ticking the tick box, and during enhancing only the unlock stat will change, but the lock stat stay same, the cost will be higher if you lock stat.

Refering to attachment,
The very bottom of your character page(P), is your current active passive stat.
by pressing the button below the elementat stats, you get a windows that shows the current actual stats value
(which are total of
1. Armour + or - stats shown below the _______ line in armour description (above the line is active stat)
2. Gem + or - stats
3. Protection stone + or - stats (so far didnt see minus though)

choosing the stats row you will see the threshold or stats value you need to achieve to get certain tier of active stats (which mean actually add up to your character stats) at bottom.
usually is +- 10, 15, 20, but the max will differ according to different type of stat, can refer to passive skill list.

Note: Normally each armour or gem stat will have +-, example the scorpion set have +att but also -inflicts debilitation, if you use full set, its +10att (becomes active) and -10inflicts debilitation (becomes active).
But if you take out let say the scorpion arm (+2att, -2inflicts debilitation) and replace with blue beaver arm (+3att, +1eye, -1fire resistance), you now have +11att +1eye -8inflicts -1fire, so the only active stat is +10 att (threshold is 10, 15, ..), the others is not active, which means you have no negative stats. You may also find all parts that have +3 to make it total +15 att without -stats.

This is where the protection stone comes in, you can choose +9 eye and make it +10att and +10eye, or entirely differrent stat with +10 ???, or a +10att to make it +20att or even +25att max.

Note: necklace and ring are active stats.

So every person have his own preference, even cheapstake or fat ppl have different approach of playing with stats. And i'm the cheapstake type

Btw, currently the known best final set for bow is +20% shorten bow pulling duration.
I may go for survivalibility first, plan to get the battle beaver set, if kena boss skill when hp below 60%, will not instant die but left 1 hp, and the other stats is each time die, the att will increase, max increase 2 times.
Very interesting save car set, but wonder if its effective in actual gameplay.

Finally solo killed that *coughbiatchcough* Conflagration Rathian (烈焰雌火龙) without dying and got my 4th gold star, still lack of 1100+ points for the 5th silver star. 

Holy cow! I beat 99% of the players in the event with just 3600 points, got the permanent costume.
The costume looks pretty awesome!
