but portability q1>10k

So i just have to take my chances if the mix of the two can produce something good.

No idea if this is the right place to ask. Recently im trying to install steam on my desktop which is window 7 64bit. But i keep receiving this fatal error saying that steam needs to be online to update. I am online!! Went google for solutions but still no luck in solving it. Anyone had this issues before and resolved ad?
