There are a few reasons, I think. Firstly, this project is not small, it's not a straightforward and maybe PPSB is unsure if this site will be successful. Why? Look at Empire Damansara. For a developer that went from hero to near zero.

Location is next to Jinjang. Maybe some think if YTL can't do it in Sentul, why PPSB can do it here? Something which has a stigma is hard to remove and also the population group.

Pricing. Parkcity has seen many PRC buyers lately. So, there's the connection. Affordablity coupled with that bit of stigma with that site deters a lot of ppl.
