You can own 10 properties in Penang and still qualify for this rumahwip provided you work/stay in KL.

You mean the stamp duty? If stamp duty then yes. Waiver for your first house. Stamp duty S&P. Stamp duty loan agreement. Waive.

If legal fees then depends on developer whether is covered by developer or not. Nothing to do with whether is your first house or not.
