Best indoor/low light camera - for toddler

Asking for a friend, yea...

So he has an almost one year old hyperactive boy and is looking for THE BEST indoor/lowlight android phone - both still picture and video recording. Some of the main criteria should be good stabilization, good focus, no manual adjustment need, simple interface and etc (i ain't a photographer lol).
