The barrel around the deck looks bigger than a Goblin Mini. I have the Gob Mini and the other UD tanks. You should get a bell cap for your Gob Mini. Makes it easier to dismantle. And if you don't have a screwdriver handy you can just flip it over, unscrew the bottom deck and fill juice into the top. Up to the chimney joint - 70% full.

Nope, I'm talking about the barrel inside the tank. The part that attaches to the upper chimney. From your pix it looks like its almost touching the glass.

There's no evidence that diacetyl in eliquid could cause popcorn lung. The only reports of popcorn lungs are caused by workers in a popcorn plant in Missouri in 2000. Who knows how much they're inhaling daily but I doubt it'll be as much as we're inhaling in a 30ml bottles.

I use a bell cap on mine. Matt finish - no light/liquid distortion.
