any recommended accurate tyre presure out there?? should get the digital one or not ah??

hi just wanna ask, my toyota innova, the side walls there is a few cuts its like its torn open (but no air leaking) is it still safe to drive? probably chips from kerbs, etc..........anyway to repair it??

my dads merc uses pirelli is it a good tyre?? or there is a better than pirelli tyer??
