1) No harm contacting another HR person since their details are there. They should be able to help you.

2) This is a subjective question...but generally if you miss too many and they have filled the 'vacancy' then I suppose you won't be getting a call back? If you have a contact it'd be good to follow up.

3) Next week should be fine. I usually wait 1-2 weeks before following up.

This also depends. From my experience with big financial institutions if you get rejected they usually don't bother following up, unless you've applied for an exceptional position.
