1) why is this coming from somebody in HR?
2) "They will not announce it on the news because they do not want to create panic" is stupid. Our politicians might be stupid, but even if this was their first reaction, it wouldn't last 5 minutes. Because somebody will soon point out to them "if you don't announce it, and several hundred MORE people dies over the next few days, what do you think they're going to do to you?".
