wah .... keeping it 4K RPM .... it is definitely sound like blower....
why don't u get a better cooler rather than keeping the fan at high spin .. it will make the fan spoil faster..... |

Got a solution lah, buy a Cooler Master fan controller but if your casing is layered with damping materials, you could cut the noise from the fan. I've fitted car sound insulation materials to my casing so the noise is hardly audible and yes, my fans are running at full speed most of the time during my gaming sessions.
