i think different people have different priority.
For some that want higher pays/expected pay, of course can grab the offer.
But if it were me, i will try to find a job with higher title and grade, as for next job search, it is easier to ask for higher position, which most probably can have higher pay as well.
However, if the offer now with lower title but pays a lot better than current job, i think not too harm to take it. As at the end of the day, your title for next job can be justified with your experience, not solely based on last job position.

Just my personal opinion
