For many employers, the reason of having those expats to manage the local subsidiaries, is only to "manage" the local people and dictate how they operate the company.
Working knowledge and skills wise, undoubtedly some (not many) are truly good, in which they have the skills that the local might not have, however, many of them are having generic skills which we could find the locals (good candidates of course) to do their jobs.

However, it is a fact the HQ of those companies are not (or might not be) comfortable of letting the locals to operate their companies.
