Bro, I agree with your opinion. Any difficulties obtaining utility services is nothing to do with end house owners. The delay caused houseowners paying buta buta interest to banks without being able to move in earlier.

Developers n banks won’t be soft on house owners for any late interest charges as I know.

From the pictures, i can think of 2 possibilities.

1st - Next door waterproofing problem or broken pipe problem at their bathrooom/toilet seep into your wall. Possible.

2nd- The back of this water mark wall is facing open space. The wall could be cracked and water seep in when raining...
