My car kena cement and already dried up, any sifu here know how to clean it off...

my car kena simen on hood and front bumper last week. been googling how to remove it quite some time. then i tried a method. paper towel, vinegar (mixed with water 1:1), and plastic ruler. spray / wet the affected area (cement) with vinegar mixture. then put paper towel on it, spray again on paper towel until its wet. wait for a couple of minutes (in my case, sebatang rokok). then use ruler to remove the cement. i tried & works. didnt affect bodypaint.
