PCP&C under-rated their PSU.
the PSU actually can provide more than 650W at peak, but they label it at 610W.
so 650/610 ~ 1xx%

I'm not saying 650/610~1xx% is the efficiency of the PSU.
Many would make mistake to think that it has over 100% efficiency with their underated power.
