means the efficiency of the psu,

if the psu has 85% efficiency,

it is not 85% of what it should deliver, but 85% of what it pulled from the wall

e.g.

80plus silver 600w psu say with 85% efficiency

it delivers 600w of power, but, it pulls 705w to generate 600w
