Increment in 3DMark03 is mainly affected by your graphics card and much less by your processor... For example, if you OC 10% on your graphics card core, you will definitely get a better increment than OCing 10% of your CPU original clock, but I'm not sure how much is the difference...
Or this might show that your graphics card is the bottle neck of computer as increasing your processor clock doesn't improve the graphics performance much since your gfx card is already operating at its max potential...
When OCing, it is recommended to disable Cool and Quiet I think... As for the timings... Not too sure about that... Maybe you can play with the timing as see how it changes in CPU-Z compare to the BIOS settings. Maybe its just CPU-Z error, or you might have set it wrongly in the BIOS...
