Need the cheapest data plan, low data around 100MB per week

My dad requires data plan. Now he doesn't need it often, so no point paying Rm30 a month, what we're looking for is like those 250MB per month plan or 50-100 MB per week. Has anyone done the math and figured out which telco , MVNO or not, offers the cheapest rate?
Also if its setup on recurring will be a lot easier.

I'm currently testing out both tunetalk and altel, if satisfying then I'll pass one of them to my dad and keep the more expensive one.
