Yes of course you can buy those imported iPhones from local black market dealers but these imported iPhone are mostly the 1st batch comes from Singapore, HK or US. Please stay away from the imported iPhone and focus on Malaysia set only. You have to wait until 14 Oct 2016 to purchase iPhone 7 directly from http://www.apple.com/my/iphone/This is what my best recommendation.

I asked the CS @ Digi Store and she said that the iPhone RM48 plan is 3GB. The non-contract RM48 plan is 5GB due to Merdeka promotion.
