though UOB is a singapore bank, but you still cannot withdraw the money out from the bank IF you register the acc in malaysia and not singapore.

anyway, if u r into paypal, go to singapore to open an acc with POSB bank. the most flexible bank IMO. btw, u need SGD 500 to open an acc and the bank will deduct a fee out from your acc every month if ur acc balance is less than SGD 500. just bring your IC and passport to register for the acc.
