The primary goal of cutting is fat loss not weight loss. You want to retain as much of those hard earned muscles you've gained during your bulk. if you're like what you said above, being OCD with your macros, have faith, cut down 500 cals from your TDEE and keep it up for a month. then check your weight, recalculate TDEE and repeat. you should base your progress more on visually (physcial appearance). you'll be surprised that that you might lose only 2-3 kg over a period of 2-3 months, but looking much2 more leaner. <---this one came from personal experience since I was doing the exact same thing you're doing now lol.. 3) how is your rest. Are you getting enough sleep. This could affect your t levels as well. To give you a piece of mind , go ahead and do your blood test to find out your t levels.
