FedEx from experience will always use CIF value to clear, even a RM200-250 shipment will apply CIF value based on non discounted freight rate and end up getting taxed.

Basically the standard fedex shipping rate gets applied to item value to determine CIF price for clearance.

That's from my experience with importing with FedEx anyway (although not Vape stuff)
