Good day. Please recommend a build (CPU + monitor only) that can play DotA 2 at max settings with an average of 75fps at 1080p. Budget is approximately 4k inclusive of the monitor.

Additional requirements:
One SSD & one HDD for storage
Built in WiFi would be a plus. If that's too expensive, I can always get a USB dongle.
Don't include the case as I'll pick one myself as design is subjective.
Please quote an ITX build if possible, unless an ATX one is cheaper.
Screen size should be at least 23". Bigger is better, as long as I don't have to sacrifice too much on the response time etc.

Thanks in advance.

ATX is always cheaper than ITX, but your budget can fit ITX build and Dota 2 is not a hardware demanding games, you can build a rig which can max it out pretty easily.

Intel Core i3 6100 - RM 485
Gigabyte H170N-WiFi - RM 569
Kingston 8GB DDR4 2133MHz Value RAM - RM 196
Palit GTX950 2GB GDDR5 StormX - RM 699
Kingston HyperX Fury 120GB SSD - RM 209
WD Blue 1TB HDD - RM 215
FSP Hexa+ 550W - RM 188
BenQ GW2470H - RM 589

Total: RM 3150 (ETech price inclusive of GST)

If you want to spend all your budget, you can upgrade to i5 6400 (RM 779) and GTX960 (~RM 900).

Thanks! Nah, the price you set is better, at least then I can get a decent case for within the 4k budget.
