If light gaming then X4 860K is fine, Intel Core i3 costs at least RM 450 (for new unit), if budget doesn't allow you to get i3 which has better single threaded performance then just pick X4 860K, but it is a very aged platform which has zero upgradeability.

GTX980Ti is twice the price of R9 390, not possible if you include a 1ms FHD monitor + 16GB RAM in your 6.5k budget.

Value RAM doesn't have the enclosure so it looks naked and plain, those high performance and expensive RAM's are also having green PCB, you just cannot see it due to the addition of enclosure.

FreeSync and G-Sync both are expensive technology, don't expect to be able to get it at cheap price tag, the cheapest one that I found is Samsung UHD U28E590DS (RM 1899), quality is so-so only if you compare it with other monitors.

If you want to build your rig at lowest possible price, then you need to hunt them one by one, different sellers have different prices, some items are cheaper here, some items are cheaper at other locations/shops.

Overclocking requires plenty of time and patience, you need to adjust the settings yourself and test it with software to ensure your PC doesn't crash with the new clock speed and voltage during the operation/gaming, you won't benefit from it if workload is low (very hard to notice the improvements, might not worth the money and effort after all).

I suggest you to go for 3k build instead, 2.5k build with monitor included will reduce the performance by quite a big margin.

I was thinking of choosing Windows 7 or 8.1, they just need something stable office environment.

Not sure if Windows 10 is suitable for them.
-Just dont like the idea of windows force updates and can potentially screw drivers and other stuff.
-Big Brother mentality, scanning system.
-Cortana which they will not use and probably slow their system

Or just buy the slightly more expensive i3 Asus PC below, but less warranty 1 year compared to 3. really like the 3 year warranty tho.

- For their normal office environment, I dont think they can not tell the difference between a Pentium G3240 vs i3-4160, I rather spend the money on an 120GB SSD instead and extended warranty instead.

mITX mobo only comes with 2 RAM slots, so you can only fit 2 of your current 2GB RAM onto it, making it total of 4GB, might not enough for moderate/heavy multitasking and gaming.

With RM 500, you can get MSI H81I + 8GB DDR3 1600MHz RAM.

ATX is always cheaper than ITX, but your budget can fit ITX build and Dota 2 is not a hardware demanding games, you can build a rig which can max it out pretty easily.

I know you want 2 rigs, I recommended 1 ITX rig as it is cheaper to build instead of getting 2 standard rig and you can carry it to work and home easily due to small form factor.

Pick Skylake platform and use the iGPU to play Dota 2 for the time being, the iGPU of Skylake (HD 530) is quite powerful, you should be able to get more than 45 FPS at medium settings (1080p).

Get a dedicated GPU when you have extra funds in the future.
