To reduce cost:

Hmm going for overclocking build? If no then you can save lots of money by dropping the Z170 mobo.

If you want to keep Asus, then B150 Gaming Aura is probably the cheapest ATX DDR4 based Skylake mobo to choose.

Actually 5k budget can get you i7 + GTX970, GTX960 4GB just not worth the price, you just need to add some money and you get twice the performance of GTX960 with GTX970.

You can try Idealtech, technical advice and after sales services are very good but unfortunately they don't carry MSI products.

1.5k is too low, you won't get a good gaming experience, save more money before building your rig to avoid regret later on.

Option 1 has some money left but cannot get a decent dedicated GPU whose performance can surpass the iGPU of Skylake i5.

Option 2 is slightly overbudget, but you get a GTX750, which is enough for light and casual gaming.

OS installation will take around 20GB, so you have around 95GB+/- left, should be enough for normal usage, I have 120GB SSD also, only have Windows 10 and some important files inside, left around 85GB now.

Windows 10 Home OEM key is around RM 300 if you buy from retail/physical shop, I am not sure what is Techview's pricing on Windows key, you need to ask them for more information.

If you look for Garage Sales, there are actually many sellers selling at ridiculously low price, you can buy from them if you dare to take the risk, need to beware of fake/stolen/duplicate key though.

Because budget issue so I picked a very low end PSU, of course you can get a better PSU with 80+ rating if you want like Corsair VS450/FSP Hexa+ 450W etc but you will need to increase budget.
