You have VSync on, that's why FPS will cap to either 30 or 60. When FPS drops below 60, for example, to 40, then the system will cap you to nearest 30, this is because of VSync, some games do have 45 but seems like GTA V doesn't have it.

So you can try to reduce graphics settings and see how it goes, most probably can solve this issue.

Z170 is mostly for "K" processor for overclocking and SLI/CF setup. If you think you are going for SLI in the future, Z170 is the way to go but you have to spend at least RM 700 for the lowest end Z170 mobo.

If you are getting a GTX970 now and would like to add another GTX970 for SLI purpose later, I strongly suggest you to go for a single GTX980Ti instead, this is because single card setup is always better than SLI/CF setup. You need to consider the SLI support from games developers, some yes some don't, meaning no SLI profile during the first day of title release will set you back to single card unless you crack the SLI profile yourself, which will fail mostly. And SLI setup will consume more power than single card, you will have to either get a SLI ready PSU now or change the PSU later if you are not getting a SLI ready PSU now.

GTX970 SLI is almost equal to a GTX980Ti and you don't get 8GB VRAM since you can't stack it at the moment.

Ok noted. One more question, my gpu was not under full load 100% when playing gta v. Is that one of the problem causing my fps drop?

Normally GPU usage won't stay at 100% full load when VSync is turned on, if you see your GPU usage is below full load, it means your GPU still can handle higher settings during that particular scene/moment.

You can try turning the VSync off to see full load on your GPU, this is because your GPU will render the game at its max potential, but please take note this will cause the temperature to increase very fast.

Make sure your TV isn't running at 4K 60Hz because you need a GPU that can support HDMI 2.0 or DisplayPort 1.2 for that. Anything below that resolution is totally fine for the chosen GPU. If you are using it for casual or occasional gaming too, you can think of upgrading to GTX960, if strictly for work, then GTX750 is enough since we only need the CUDA technology.

You can pick other case based on your personal preferences, it is just my suggestion after all.

With my current PC spec playing blade and soul, need to set graphic to lowest only able to play with minimum lag.
Another thing I noticed is that my game loading is a lot more slower than other players, probably due to HDD. PC boot up very slow as well.
Game lag during early play time, after playing for a while it will become smooth.
Appreciate any advise. notworthy.gif

And about loading speed, yes WD Green is a turtle, you should've bought Blue or Seagate Barracuda for 7200RPM compared to Green's 5900RPM at about the same price point.

PSU, HDD and casing can be reuse. If your Win 7 key is OEM based, you will need to get a new key because OEM key can only be activated once and will be permanently tied to the first registered mobo, if it is a retail key then it shouldn't have any issue transferring the key to new system.

Sorry to tell you that your budget is impossible to fit all the requirements. The peripherals you stated require at least 1k, the remaining 2k isn't enough for i5 4460 + GTX960/R9 380, either you increase budget or remove some of the requirements, e.g. mechanical keyboard, IPS monitor etc.

So you want me to proceed for a rig with all requirements included without considering your budget or you want me to suggest a rig based on 3k by ignoring some of the requirements?

And for your info, you won't be able to play at max settings for the games you listed especially GTA V with GTX960/R9 380.

and put a what u guys typically recommend
Zotac GTX960 2GB

It should perform similar to a i5-4gen right?
from all the reviews i read the 2gen are not too bad in terms for performance.
