Well, I had the same situation as you before and currently all plans comes with data as during the time of my survey. End up, switching my dad's line to prepaid. That would be the cheapest option...

I was thinking the same as well to switch to prepaid. but since he use it for business, prepaid is inconvenient as there is validity period. (sometimes if forgot to reload will inactive cant make call )

I am using Maxis postpaid call plan without data. Not sure whether they still have that for new customer. I think it is called TalkMore28.

if your dad seldom talk on the phone then prepaid is the best way to go. And the cheapest around town is XoX. I have ported over to XoX and find it to be sufficient. It uses Celcom network which is good enough for me.
There are a bit of learning curve with it's DA/MA system but adiwarna's support is great. He replied all my PMs quickly and accurately.
So now, I do not need to topup my phone for 28 months if there are enough credits in it.

imo is better get plan come with data. best no extra charges once it exceed quota, just throttle.
notice alot of consumer switching from very old to smartphone just for calling only, still get charger for internet ppu
the generic brand. data are switch on by default. some are broken* background apps auto connect internet.
maybe later u can teach yr parents to use viber/whatsapp for free calls
