You are refering to connection to WOW right?

For WOW, I have played different realms in 3 different battlegroup. Under normal conditions with Unifi, Oceanic servers have the lowest ping which is around 180ms, the USA servers have higher pings, depending on which battlegroup, I am getting around 200ms for one and 240ms for the other. Under such normal conditions, there is no lag spike, no teleporting etc.

I am not sure which server can get 130ms ping with Unifi. Are you using Maxis instead? Maybe they normally use different oversea route which gives better ping?

Lag spike is caused by network bottleneck and data packets gone missing/being dropped between your PC and the servers. That's why teleporting happens. Services such as WTF will avoid congested network to ensure data packet arrives, but it might have to choose a longer route if the shortest route happens to be congested. Therefore, the typical ping can become higher since the data travels a longer distance. It cannot magically clear up the congestion along the shortest path. Those problems belong to the ISP that own that route, and my experiences show that most often than not, it is with oversea operators.
