Did a fast holding share holding
Blackrock 6.47%
Vanguard 8.93%
Blackrock's total holdings through their various funds, etc is lesser than Vanguard's.
Blackrock's holding is quite small of the total as you can see. If they are to buy out the other share holders, they will certainly have to offer a lucrative price.

Blackstone (a private equity firm) is the one buying. Not Blackrock. I was confuse also. Both blackrock and blackstone sounds like same company.

i don't know how it works as well but there are "Apply IPO" option.
