Both cases appeared as CA notice on IBKR though. So, it really depends.
IBKR users always need to have more money to standby for "manual EFR" in case the invested company launch it since they can't subscribe to it directly via IBKR and has to buy from open market on the first trading day.
I think Singapore exchange is the exception where you need Sg address to subscribe for rights. Not IB’s fault. Like Bursa no problem subscribe rights through nominee account . If cant subscribe , just sell the rights to right ...But my OCBC dividend reinvestment plan was accepted.
