Subscribing 10mbps but just getting 1mbps

I had subscribe a 10mbps maxis fibre but it seems like i only getting like 1mpbs download speed! And the internet speed these day seems like VERY UNSTABLE the speed decreases and then increase back. Please help!

Really do hope they paying attention to this.... wanted a customer to pay 10mbps bill but actually only provide 1 mbps services... somehwe feel like cheating...
