For this, I would suggest you to refer to the student handbook, it is always good to know how the CGPA is calculated.

In general, take the total credit hours x 3.70

Then minus (2.81 x credit hour for 1st sem)

Then divide it by the remaining credit hour.

Some rough idea for you

easiest is to get your school headmaster, ketua kampung or JP to certify the photocopy of the certs

Depends on how many subjects he managed to fulfill the credit transfer requirement. I am not certain on accounting program, so it’s best to get your friend to ask the faculty office directly.

Technically, you pay by the credit hours.

Example, if 1 CH is RM300 and 1 subject has 3 CH, the charge is RM900.

The number of CH per subject and the fee per CH varies according to programme.

Basically yes. Students who manage to do credit transfer (from diploma for example) will be able to take less subject

You may. However, take note of the maximum credit hours allowed per trimester and also the pre-requisite subjects.
