Which plan is the cheapest for 1 month validity?, w/o monthly reload to keep line active

I am planning to subscribe to a data plan. My current line is UOX celcom, with credit validity till 2017 and my current usage is about 10-30MB per day, which makes the 500MB-1GB quota/month suitable for me. However which telco is the cheapest, in terms of monthly usage, yet doesn't require me to maintain credit validity at RM30/30days. I am looking at around RM10-20/month. I have gathered alot of information: Umobile: UMI20 - RM20/500MB/month UMIpower prepaid - free 1GB/month for life, but required to maintain credit validity, which means I have to reload RM30/month.
MagicSim Celcom: Social pack - RM10/150MB/lifetime NET25 - RM25/1GB/month
Hotlink: Tablet Plan: RM25/1GB/60days or RM45/2GB/1year
Digi: Prepaid Add-On: RM16/400MB/month or RM20/1.5GB/month
XOX: RM18/500MB/month
But, most of the freebies require the line to be active in order to enjoy it, which means at least RM30 is needed to maintain the line every month.
From my research, I singled out the Hotlink tablet plan as it has the longest validity of 1 year, and doesn't require monthly reload to keep the line active. The social pack by Celcom seems promising too as it will not expire till 2017.
So do you have any other suggestions besides the hotlink and social pack?

I'm currently with hotlink tablet plan, RM45/2gb/365days. It's only RM3 more expensive than Altel's RM42/2gb/90days, but with a longer validity. Therefore I think I'm still sticking to hotlink since my usage is only around 300mb/month. Cant finish up Altel's 2gb within 3months.
