Is it true that u cant receive funds too?
a Paypal fund seller just told me that

You cant receive funds too
But all u need is a credit card to verify, no charges or anything

Your info is even less accurate
That charge and credit card bill thing is only if you want to apply for the "expanded use"
If all you want to do is accept payments, all u need to do is key in your CC details and you're done

Edit : okay i get the confusion here, Paypal calls the "expanded use" thing verification too
Either way, if you just need to receive small payments u can do it without the charge (its $1.95 according to them)

As said earlier, you'll need a CC to do that
After completing the first step of adding your CC details, you can accept and send funds but you're limited to sending USD1000 only
The next step to go over the limit is to allow Paypal to charge USD1.95 to your CC which will be refunded to you

Depending on the seller, he might offer to pay the ebay guy directly or he might not
Ask him before paying him for the funds

How could your buyer possibly pay u in USD?
Unless you have a US bank account, it will all be converted to RM once they transfer any amount to your bank account
