Queries Report to moderator, not working

I find out that Report to moderator is not working for certain members. I mean someone blatantly violated the forum rules repeatedly but no action taken by moderators. The offended posts may be removed but the member is not suspended. I am 100% sure about this when the said member still posting new topics and replying to posts on daily basis.
I want to ask: is it permissible to bring certain repeat offender to helpdesk attention or just email to helpdesk with all proof?

It really depends on the seriousness of the offense and the mod handling the report. Sometimes we just remove the post, some only warning but no suspension for first timers, and some will be discarded. If you find any post/comments that is violating the R&R but has not been removed, you can PM the mod team for verification.
