Eventually the Su-35 was picked by TNI-AU as the frontrunner followed by the F-16V at second place. While PT Dirgantara gave their recommendation for the Eurofighter Typhoon.

ATM chief General Tan Sri Zulkifeli Mohd Zin said the RM17.3 billion allocation given to the Ministry of Defence for the procurement of six Littoral Combatant Ships, Very Short Range Air Defence weapons system, armoured vehicles and the A-400M Airbus, was indeed something that they had been waiting for.

"The procurement of the six ships in stages will increase ATM's strength, capability and level of preparedness in protecting the country's sovereignty and security," he told Bernama when contacted here today.

He said the RM523 million allocated for the development of an Eastern Sabah Security Command (ESSCom) armed forces camp in Felda Sahabat, Lahad Datu, Sabah, would not only strengthen the operation of the forces, but would also reduce ATM's expenditure, especially in the cost of logistics.

Zulkifeli also lauded the announcement that RM160 million would be provided to build 4,000 quarters for ATM personnel.

Meanwhile, MMEA director-general Datuk Ahmad Puzi Ab Kahar said the allocation of RM865 million given to the agency for the acquisition of Offshore Patrol Vessels and patrol boats would definitely help its capability to safeguard national maritime areas, especially in the Exclusive Economic Zone.

The presence of those assets would also enhance the confidence level among the international players in the maritime industry on Malaysia's capability.

"These vessels and patrol boats will allow us to always be present at sea for quite a long time, even during bad weather," he said.

He said the MMEA personnel in charge of the assets could also make optimal use of the assets to explore new areas of expertise and skills to be at par with their counterparts in the developed countries.

Head of the National Council of Professors' Political, Security and International Affairs Cluster, Prof Datuk Dr Mohamed Mustafa Ishak, on the other hand, said the allocations to improve security level and inventory were very important.

He said since the country was facing various and complex threats, including militants, border intrusions and other modern and organised crimes, the security forces need to improve their strength to protect the country.

The economy would not be able to grow if emphasis was not given to the defence industry.

"This is also important to restore the confidence of investors and the public...the increased allocation for the security forces is important and should not be questioned...we cannot compromise in matters concerning national security," he said.

Meanwhile, Lembaga Tabung Angkatan Tentera (LTAT) chief executive Tan Sri Lodin Wok Kamaruddin in a press statement said the multiple initiatives put in place for the ATM were indeed laudable, particularly the RM160 million allocation to build 4,000 quarters for its members.

He said further to this, LTAT planned to build 2,000 affordable housing units for the armed forces personnel from 2016.

"On the RM17.3 billion allocated for the procurement of six Littoral Combatant Ships, this is indeed a laudable move, given that we are one of the key participants in the maritime sector via the listed subsidiary Boustead Heavy Industries Corporation Berhad.

"This year's national budget certainly holds much promise, reflecting the government's and the prime minister's commitment to sustainable growth while taking into consideration the welfare of all Malaysians," he said.

Putrajaya today signed an agreement to buy two Agusta Westland AW139 helicopters even as it cuts down on subsidies and expenditure amid the dwindling economy.

Budget 2015, unveiled last October, had a forecast expenditure of RM273.9 billion and income of RM235.2 billion. This was based on the price of oil at USD100 per barrel.

The decline in oil prices has led to a massive downfall of the ringgit as Malaysia is a major oil exporter.

Economists have said that there was a need for Putrajaya to relook its budget. – October 22, 2015.

doh.gif Perhaps this fella doesn't know that our civil services are in great need for helos with better performance. Didn't know that an overworked PDRM Ecureuil crashed during flood relief ops not so long ago. And that only a few helicopters could reach survivors during the Mount KK earthquake.

The title itself is misleading. RM500 million for just two helicopters?? Wasn't it suppose to INCLUDE 8x AG JAWS APCs?

Regarding the APC purchase, perhaps the writer should be sent to cover patrols in ESSCOM.

UAE DEPLOYS MERCENARIES IN YEMEN

The United Arab Emirates (UAE) deploys units of the “Academi” private military company (formerly known as “Blackwater”) in the city of Aden in Yemen.

Erik Prince has created this private army under the patronage of Al Nahyan family in UAE. It includes about 2 squadrons. Majority of mercenaries is American and European nationals.

The main aim of this units is to protect UAE from the expation of “Arab Spring” because they aren’t linked to the local elites.

Nonetheless, UAE has decided that it’s time to use this army as a “foreign legion” in Yemen. It’s expected that mercenaries will take part in the upcoming strom of Sana’a. Separately, the defend UAE and Saudi Arabia top officers in Aden.

Stand-off mines could stop PLA invasion of Taiwan: expert

In response to a piece by Lyle Goldstein of the US Naval War College about the PLA Navy's capability to blockade Taiwan with naval mines, Michael Peck, a military expert from Oregon, said stand-off mines could be used to counter a Chinese amphibious landing on Taiwan and also in the disputed South China Sea.

In a piece for National Interest on Oct. 19, Peck said the stand-off mine is a combination of the quickstrike mine and Joint Direct Attack Munition (JDAM). Known as GBU-62B(V-1)/B Quickstrike-ER, the weapon was dropped for the first time by a B-52H strategic bomber from 35,000 feet on Sept. 23, 2014. Instead of falling directly into the water, the mine glided for 40 nautical miles. Putting wings on naval mines offers a revolutionary method of mine delivery, Peck said.

Colonel Michael Pietrucha of the US Air Force said in the Air & Space Power Journal that aerial minelaying traditionally required aircraft to fly at low altitudes and slow speeds. This is tricky and dangerous because it would led aircraft directly into enemy air defenses. "Today's minelayers essentially use the same techniques as B-29s did over the Sea of Japan in 1945, often requiring multiple passes with inaccurate, parachute-retarded mines," Pietrucha said.

A B-52 bomber's minelaying pass occurs usually at 500 feet and 320 knots, which Pietrucha called extremely dangerous for the aircraft, too slow and too low for the aircraft to avoid enemy fighters and air defense systems. He said F-18 fighters and P-3 patrol aircraft carry out minelaying using a similar method.

With stand-off mines, however, US aircraft can deploy mines in a similar way to JDAM. Pietrucha said no additional training for basic minelaying is required and the method can be used to prevent the PLA from launching an amphibious assault against Taiwan or disputed islands in the region. The United States is currently the only nation with the capability to deploy the weapon, the piece said.

US to Conduct Raids on ISIL Facilities

This 7-Blade Behemoth Is China's Dream Helicopter

One of China's most prolific aircraft manufacturers, Aviation Industry Corporation of China (AVIC) has announced it's working on a new, locally produced heavy lift helicopter. The as-yet-unnamed helicopter will be the largest in China's inventory.

According to the Chinese web site qq.com, the new helo will be comparable to the American CH-53K King Stallion. It's projected to be a little bit slower than the CH-53K, but the site proudly points out it will have a maximum takeoff weight that's 0.2 tons larger.

The helicopter comes after the cancellation of a joint Russian-Chinese project to upgrade the venerable Mi-26 "Halo" heavy lift helicopter. Capable of carrying over 100 troops or 22 tons of cargo, the Mi-26 has been the largest helicopter in the world since 1977. China will make most of the parts, including the seven composite rotors, transmission, and "other areas." Russia, meanwhile, is expected to provide "some technology." That may be an understatement, as China has never made a heavy lift helicopter of its own before.

The design features a wide-open cockpit with excellent visibility, a 38.2-ton maximum takeoff weight, a 15-ton cargo carrying capability, and a seven main rotor blades. The machine will have a maximum speed of 186 miles per hour and a range of 391 miles.

The engineers face one particular challenge that's unique to the Chinese military: This new helicopter needs to be able to fly in the thin air of the Tibetan Plateau. ​The average height of the plateau is 14,763 feet, and AVIC has specified a maximum operating altitude of 19,685 feet.​ Thinner air at higher altitudes decreases helicopter performance, so the new heavy lift helo will need the horsepower to compensate. That's where the engine comes in—and where builder AVIC faces a dilemma.

China has a 5,000-kilowatt engine under development, but even three such engines wouldn't provide enough power to reach 19,000 feet. China could use the engines from the Mi-26, seen below recovering an American CH-47 Chinook. But those engines are currently made in the Ukraine, and Russia will be dead-set against using Ukrainian parts. The third option is to use the Russian PD-14 turbofan engines, but those are still under development, with no firm delivery date.

According to AVIC's timetable, the helicopter is expected to be ready by 2025. The project is an ambitious one, but if China pulls it off, the country will have a world-class heavy lift helicopter by the middle of the next decade.​
