yup, 640 XL is the phone that perfectly fits your requirement. it matches all your bullet points except maybe for single sim. there are single sim 640 xl, but Microsoft main production line focuses on the dual sim versions of their phones, so single sim is harder to find.

If you are concerned of sim card detection problem you should be pleased to note that windows phone boots up and detects sim card very quickly, so there is no drawback in taking the dual sim version at all.

btw, windows phone has excellent camera app that makes low mp camera takes comparable or better photos than Android phones with higher mp. So you will be blown away by 640 xl's 13mp camera.

are you using LTE(for mobile internet)? otherwise there is no point going for the more expensive LTE model.

Outdoor picture are superb. No doubt on this but you might be struggling with indoor/low light.
The flash is also consider not very bright for dark environment.

If you can spend a bit might as well take the LTE. Consider it future proof in case you upgrading your data.

If you are a gamer, don't pick this phone. The hardware is just to average to run games and Windows Store have limited choices of exciting games. Also some of the popular apps sometimes are in beta, eg Instagram and some no longer updated (Waze etc).

Overall it's value for money but it's really depends on users.

if you want that 13mp offered by the XL. go for it since it is your price range. It also not just the difference in mp. It is also difference between and general purpose lense VS professional standard Carl Zeiss lenses.

you can check reviews also

As far as smartphones in the $100-150 range go, the Lumia 640 definitely has the best camera I've seen to date. The Moto E simply can't compete with its smaller 5MP sensor, and Microsoft's high quality image processing ends up producing photos that are better than the 13MP ZenFone 2 in many ways, which goes to show how a device's image processing is just as important to image quality as the actual sensor itself.

both of the cameras do produce good pictures. While the Samsung Galaxy S6’s pictures are clearly sharper the Lumia 640 XL appears to handle the challenging light conditions better, at least on default settings.

It says a lot when a RM800 phone's camera can compete with the RM2-3k S6

then you can make the call yourself on that one, my opinion is it ain't worth it if you ain't using. And I'm not one of those in the camp of future proofing a phone. a PC/laptop maybe, they stay in use longer.

Mobile phones just got changed so quickly it always best to look for the best price for what you need instead of future. Many new features of flagships are gimmicks that never catch on anyway.
